Admins decide who has access to what and when.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">How It Works<\/h2>\n\n\n\n<div><span style=\"background-color: #bc6d1a; color: #ffffff;\">Program Setup &gt; Committee Tab<\/span><\/div>\n<div>&nbsp;<\/div>\n<div>During the review process, committee members (referred to here as &#8220;reviewers&#8221;) can use the&nbsp;<strong>R<\/strong><strong>eview Tools<\/strong> to score the application, keep private notes, engage in group discussion, cast votes, and more.<\/div>\n<div>&nbsp;<\/div>\n<div>Each program has a custom committee that features select reviewers and administrators, as well as a curated set of review tools.&nbsp;For those reviewers who <em>are<\/em> assigned to the program, administrators can further select individual or group-based review assignments, hide specific applications from select reviewers, or even implement a blind review.<\/div>\n<div>&nbsp;<\/div>\n<div>Reviewers and administrators not given access to a program cannot view that program or the applications within it.<\/div>\n\n\n\n<h2 class=\"wp-block-heading\">How to Set It Up<\/h2>\n\n\n\n    \t\t<div class=\"hts-messages hts-messages--alert  hts-messages--withtitle hts-messages--withicon \"   >\r\n    \t\t\t<span class=\"hts-messages__title\">Are you ready to set this up?<\/span>    \t\t\t    \t\t\t\t<p>\r\n    \t\t\t\t\tIf you haven\u2019t already set up your <a href=\"http:\/\/help.zoomgrants.com\/index.php\/zgu\/scoring\/\"><strong>scoring criteria<\/strong><\/a> and<strong><a href=\"http:\/\/help.zoomgrants.com\/index.php\/zgu\/managing-users\/\"> reviewer accounts<\/a><\/strong>, you may want to take care of that first.    \t\t\t\t<\/p>\r\n    \t\t\t    \t\t\t\r\n    \t\t<\/div><!-- \/.ht-shortcodes-messages -->\r\n    \t\t\n\n\n\n<p><span style=\"background-color: #bc6d1a; color: #ffffff;\">Program Setup &gt; Committee Tab<\/span><\/p>\n    \t\t<div class=\"hts-tabs \"  >\r\n    \t\t\t<ul class=\"hts-tabs__nav\" role=\"tablist\">\r\n    \t\t\t\t    \t\t\t\t\t<li data-tab=\"#tabs-1\" class=\"hts-tabs__tab hts-tabs__tab--active\" role=\"tab\">Committee Tab<\/li>\r\n    \t\t\t\t    \t\t\t<\/ul>\r\n    \t\t\t    \t\t\t\t<div id=\"tabs-1\" class=\"hts-tabs__content hts-tabs__content--active\" role=\"tabpanel\">\r\n    \t\t\t\t\t<div class=\"hts-tabs__contentwrap\">\r\n    \t\t\t\t\t\t<p>From Program Setup, navigate to the Committee tab to begin your setup.<\/p>\r\n    \t\t\t\t\t<\/div>\r\n    \t\t\t\t<\/div><!-- \/tabs-1 -->\r\n    \t\t\t    \t\t\t\r\n    \t\t<\/div><!-- \/.ht-shortcodes-tabs -->\r\n    \t\t\n\n\n\n<h3 class=\"wp-block-heading\">Choose your review settings.<\/h3>\n\n\n\n<div class=\"wp-block-ht-blocks-accordion wp-block-hb-accordion\"><div class=\"wp-block-hb-accordion__section\" data-ht-blocks-accordion-block-state=\"closed\"><div class=\"wp-block-hb-accordion__title\"><span>Notes<\/span><\/div><div class=\"wp-block-hb-accordion__content\"><div class=\"wp-block-hb-accordion__contentwrap\">Allows reviewers and admins to keep their own private notes on each application. These are not visible to other users or to the applicants.<\/div><\/div><\/div><div class=\"wp-block-hb-accordion__section\" data-ht-blocks-accordion-block-state=\"closed\"><div class=\"wp-block-hb-accordion__title\"><span>Discussion<\/span><\/div><div class=\"wp-block-hb-accordion__content\"><div class=\"wp-block-hb-accordion__contentwrap\">Allows the committee to maintain a discussion thread on each application.<br><br>NOTE: <em>For the sake of conversational integrity, comments, once added to the discussion, are not removable.  Please instruct your reviewers and admins accordingly.<\/em><\/div><\/div><\/div><div class=\"wp-block-hb-accordion__section\" data-ht-blocks-accordion-block-state=\"closed\"><div class=\"wp-block-hb-accordion__title\"><span>Blind Review<\/span><\/div><div class=\"wp-block-hb-accordion__content\"><div class=\"wp-block-hb-accordion__contentwrap\">Hides applicant contact info and application titles from your reviewers.<\/div><\/div><\/div><div class=\"wp-block-hb-accordion__section\" data-ht-blocks-accordion-block-state=\"closed\"><div class=\"wp-block-hb-accordion__title\"><span>Voting<\/span><\/div><div class=\"wp-block-hb-accordion__content\"><div class=\"wp-block-hb-accordion__contentwrap\">Allows reviewers to vote on each application to which they are assigned.<\/div><\/div><\/div><div class=\"wp-block-hb-accordion__section\" data-ht-blocks-accordion-block-state=\"closed\"><div class=\"wp-block-hb-accordion__title\"><span>Recommended Amounts<\/span><\/div><div class=\"wp-block-hb-accordion__content\"><div class=\"wp-block-hb-accordion__contentwrap\">Allows reviewers to enter a recommended funding amount on applications.<\/div><\/div><\/div><\/div>\n\n\n\n<h4 class=\"wp-block-heading\">Assigned Review<\/h4>\n\n\n\n<p>Allows admins to assign applications to be reviewed by <strong>individual reviewers<\/strong> or <strong>committee groups<\/strong>. Assigned Review options include:<\/p>\n<p style=\"padding-left: 30px;\"><strong>No&nbsp;Assignments&nbsp;<\/strong>&#8211; All reviewers can access, read, and review all applications.<\/p>\n<p style=\"padding-left: 30px;\">    \t\t<div class=\"hts-messages hts-messages--alert  hts-messages--withtitle hts-messages--withicon \"   >\r\n    \t\t\t<span class=\"hts-messages__title\">Only reviewers with access to the program will have access to the applications.<\/span>    \t\t\t    \t\t\t\t<p>\r\n    \t\t\t\t\tBe sure that you give your reviewers access to the <em>program<\/em> in order to allow them to access the <em>applications<\/em> in that program. Read more in the <em>Give your committee access<\/em>&nbsp;section, below.     \t\t\t\t<\/p>\r\n    \t\t\t    \t\t\t\r\n    \t\t<\/div><!-- \/.ht-shortcodes-messages -->\r\n    \t\t<\/p>\n<p style=\"padding-left: 30px;\"><strong>Individually&nbsp;<\/strong>&#8211; Applications are individually assigned to each reviewer who has been given access to the program.<\/p>\n<ul>\n<li>Check the boxes next to the reviewers to whom you would like to assign the applications in that program.<\/li>\n<li>Click&nbsp;<strong>Assign Applications<\/strong>.<\/li>\n<li>In that window that opens, put checks in the boxes to assign applications to each reviewer.<img fetchpriority=\"high\" decoding=\"async\" class=\" aligncenter\" src=\"http:\/\/zoomgrants.com\/screenshots\/dindividassignments.png\" alt=\"Individual Reviewer Assignments\" width=\"574\" height=\"132\"><\/li>\n<\/ul>\n<p style=\"padding-left: 30px;\"><strong>By Committee Groups<\/strong> &#8211; Reviewers are assigned to committee groups and then applications are each assigned to a committee.<\/p>\n<ul>\n<li>Name your committees.<img decoding=\"async\" class=\"size-large alignright\" src=\"http:\/\/zoomgrants.com\/screenshots\/dcommitteeassignments.png\" alt=\"Committee Assignments\" width=\"211\" height=\"220\"><\/li>\n<li>Reload the page.<\/li>\n<li>Put checks in the box(es) to add your reviewers to the committees (as shown in the screenshot).<\/li>\n<li>Click&nbsp;<strong>Assign Applications<\/strong>.<\/li>\n<li>In that window that opens, use the dropdowns to assign each application to a committee.    \t\t<div class=\"hts-messages hts-messages--info   hts-messages--withicon \"   >\r\n    \t\t\t    \t\t\t    \t\t\t\t<p>\r\n    \t\t\t\t\t<strong>Reviewers<\/strong> can be assigned to multiple committees. Each <strong>application<\/strong> can be assigned to one committee.    \t\t\t\t<\/p>\r\n    \t\t\t    \t\t\t\r\n    \t\t<\/div><!-- \/.ht-shortcodes-messages -->\r\n    \t\t<\/li>\n<\/ul>\n\n\n\n<h5>Review Assigned Applications Only<\/h5>\n<p>Restricts reviewers in an assigned review from accessing the applications to which they have&nbsp;<em>not&nbsp;<\/em>been assigned.<\/p>\n<p>If set to &#8216;No&#8217;, reviewers can <em>read<\/em> all of the applications but they only have access to the Review Tools to truly <em>review&nbsp;<\/em>the applications to which they have been expressly assigned.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Track Committee Conflicts<\/h4>\n\n\n\n<p>Present a conflict of interest statement in each application to be reviewed. Reviewers can indicate whether or not they have a conflict of interest on each application.<\/p>\n    \t\t<div class=\"hts-messages hts-messages--alert  hts-messages--withtitle hts-messages--withicon \"   >\r\n    \t\t\t<span class=\"hts-messages__title\">Reviewers with conflicts can still review those applications.<\/span>    \t\t\t    \t\t\t\t<p>\r\n    \t\t\t\t\tThis feature <em>tracks<\/em> conflicts. To allow user flexibility, nothing special automatically happens if a reviewer indicates that they have a conflict. It is up to you or the reviewer to manage the next steps, whether that means that they need to recuse themselves, you remove their assignment to that application, or you simply make a note of their conflict.    \t\t\t\t<\/p>\r\n    \t\t\t    \t\t\t\r\n    \t\t<\/div><!-- \/.ht-shortcodes-messages -->\r\n    \t\t\n<p>Reviewers make their selection, explain their conflict (if they have one), enter their initials, then click a <strong>Certify<\/strong> button. We&#8217;ll stamp the conflict statement, their certification, initials, the date and time, their email address, and their IP address. You can pull up all reviewer conflict statements in a special report (see <i>Viewing the&nbsp;Conflict Report<\/i>,&nbsp;below).<\/p>\n\n\n\n<h5>Committee Conflict Statement<\/h5>\n<p><img decoding=\"async\" class=\"alignright\" src=\"http:\/\/www.zoomgrants.com\/screenshots\/pconflictstatement.png\" alt=\"Reviewer Conflict Statement\" width=\"193\" height=\"238\"><span style=\"font-size: inherit; letter-spacing: 0px;\">This is the text that is presented as the conflict statement to each reviewer on each application. When crafting this statement, keep in mind that reviewers will have two options in response:<\/span><\/p>\n<ul>\n<li><strong>I certify this statement is true<\/strong>; or<\/li>\n<li><strong>I have a conflict<\/strong><\/li>\n<\/ul>\n<p>Your statement should be written in a way that makes those valid choices for your reviewers.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Give your committee access.<\/h3>\n\n\n\n<h4 class=\"wp-block-heading\">Assign reviewers to your committee.<\/h4>\n\n\n\n<p>In the&nbsp;<strong>Committee&nbsp;Members&nbsp;<\/strong>section at the bottom of the <strong>Committee&nbsp;<\/strong>tab<strong>,<\/strong> choose which reviewers you&#8217;d like to give access to this program.<\/p>\n<p>You can make any reviewer with access a&nbsp;<strong>Committee Chair<\/strong>, which gives them additional capabilities. There, you&#8217;ll see a general overview of how each reviewer is doing, including:<img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-large\" src=\"http:\/\/zoomgrants.com\/screenshots\/dreviewerreview.png\" alt=\"Delete Review Button\" width=\"673\" height=\"58\"><\/p>\n<ul>\n<li>A progress bar showing their movement through the <a href=\"http:\/\/help.zoomgrants.com\/index.php\/zgu\/scoring\/\">scoring<\/a> questions (if applicable)<\/li>\n<li>Their vote on the application (if you&#8217;ve turned that feature on)<\/li>\n<li>Their conflict statement<\/li>\n<\/ul>\n\n\n\n<h4 class=\"wp-block-heading\">All Applications<\/h4>\n\n\n\n<p>If you&#8217;re using the <a href=\"http:\/\/help.zoomgrants.com\/index.php\/zgu\/scoring\/\"><strong>Scoring<\/strong><\/a> feature, The <a href=\"http:\/\/help.zoomgrants.com\/index.php\/zgu\/scoring-report\/\"><strong>Scoring Report<\/strong><\/a>&nbsp;provides a great overview of how your reviewers are moving through the applications. Check out the different report types to see which applications reviewers have scored and how far they&#8217;ve gotten.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Removing a Reviewer from an Application<\/h3>\n\n\n\n<p>If necessary, reviewers can be removed from individual applications (perhaps because they have a conflict of interest).<\/p>\n<p>In an application, click the <strong>Review Tools&nbsp;<\/strong>button. Scroll to the <strong>Committee&nbsp;<\/strong>section near the bottom of the page, and uncheck the box next to the left of the reviewer that should be un-assigned.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Deleting a Review<\/h3>\n\n\n\n<ol>\n<li>In an application, click the <strong>Review Tools&nbsp;<\/strong>button.<\/li>\n<li>Scroll to the <strong>Committee&nbsp;<\/strong>section near the bottom of the page.<\/li>\n<li>Click the&nbsp;<strong>Delete&nbsp;Review&nbsp;<\/strong>button next to a reviewer to remove their review from the system.     \t\t<div class=\"hts-messages hts-messages--danger   hts-messages--withicon \"   >\r\n    \t\t\t    \t\t\t    \t\t\t\t<p>\r\n    \t\t\t\t\tThis is a permanent action and will remove their review.    \t\t\t\t<\/p>\r\n    \t\t\t    \t\t\t\r\n    \t\t<\/div><!-- \/.ht-shortcodes-messages -->\r\n    \t\t<span style=\"color: #ff0000;\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-large\" src=\"http:\/\/zoomgrants.com\/screenshots\/dreviewerreview.png\" alt=\"Delete Review Button\" width=\"673\" height=\"58\"><\/span><\/li>\n<\/ol>\n\n\n\n<h3 class=\"wp-block-heading\">Viewing Reviewer Conflicts<\/h3>\n\n\n\n<p>Click into the <strong>Review Tools&nbsp;<\/strong>then scroll down to the Committee section near the bottom of the page.
